Capital Project: Details and what to know

Following an extensive review of the most recent Building Conditions Survey, the Berne-Knox-Westerlo Central School District has identified a vital capital improvement need: the complete replacement of the roofs at both the elementary and secondary school buildings. Scheduled to begin in Spring 2026, this project addresses aging infrastructure and reinforces the district’s commitment to providing a safe, energy-efficient, and sustainable learning environment for students, staff, and the broader community.

On Monday, November 10, district residents will vote to approve a $5.142 million capital project to replace the elementary and secondary school roofs. This year’s vote will take place in the elementary cafeteria. Voting hours will run from 7 a.m. to 9 p.m. 

The roof replacement was originally included in the district’s comprehensive building improvement plan approved by voters in 2017. However, due to escalating construction costs and project budget constraints at that time, this portion of the project was removed from the final scope. Following a thorough reassessment of facility needs, the Board of Education has approved the reintroduction of this essential work, ensuring the continued protection of both the district’s facilities and the significant investment made by community members through the 2017 project.

This project is critical to safeguarding the extensive interior improvements already completed in both buildings,” said Superintendent Kane. “Our students and staff benefit from modern, 21st-century learning environments, and we must protect that investment by replacing roofing structures that are not only well beyond their useful life, but have shown clear signs of failure.”

The new roofing systems will provide enhanced durability, improved thermal insulation, and greater energy efficiency, while also reducing long-term maintenance costs and minimizing the risk of weather-related damage or disruption. This project will be 79.2% aidable in New York State Building Aid, allowing for a minimal impact to taxpayers.  

Construction is expected to be completed by September of 2026, with efforts in place to ensure minimal disruption to school operations throughout the process.
